Judged by the sheer number of new organizations formed over the last decade, global civil society looks exceedingly healthy. Latin America now boasts over 1 million NGOs – about the same as the United States. Russian NGOs number over 300,000 – ten times the number that existed before Perestroika. Nigeria, the so-called giant of Africa and the most populous country on the continent, has experienced its own explosion of growth in NGOs along with heightened interest of international donors. And there are many more examples.
